Offshore wind power is one of the most eye-catching green energy sources in the world in recent years, with Asia growing fast in terms of wind power development in the world. Optimistic about the strong development potential of wind power in the coastal waters of Taiwan, the government has listed green energy technology as one of the "5+2" industrial innovation plans for the most critical development projects. This leads to a discussion around Marine & Offshore Machinery where TIMTOS 2023 invited Oliver Chen, Local Supply Chain Director, Offshore APAC at Siemens Gamesa, Hu Zhengjie, General Manager of Junfan Industry, and Qiu Zhixiong, reporter of WindTaiwan Taiwan's offshore wind power industry, to discuss the future strength of Taiwan's offshore wind power industry.
According to the Energy Bureau of the Ministry of Economic Affairs, it is estimated that by 2024, about NT$21.963 billion will be invested to promote relevant strategies, and simultaneously promote the three-phase plan, which includes: demonstration incentives, development potential sites and block development. As a result, Siemens Gamesa, the world's largest wind turbine system provider, and Taiwan Lingzhong Vitus Offshore Wind Power Company, will set up factories in Taiwan, and cooperate with more than 15 manufacturers in the region, to create large-scale wind turbines that can produce more than 9MW, and enter the international market supply chain.
Oliver Chen, Local Supply Chain Director of Siemens Gamesa said that the scope of localization planned by the government is still limited to turbine components; the large machine tools have not yet been included in the localization scope. However, Oliver is confident the machinery tools can be part of the offshore wind industry supply chain. As soon as Taiwan's large tool machinery companies enter the offshore wind power industry, what they lack will turn into opportunity. He further explained, “Opportunity refers to the prospect of entering mass production after research and development with the support by the government which will enable the industry transition more smoothly.”
In addition, Jay Hu of Jufan Industrial Co.,Ltd. is assisting in the creation of wind turbine parts. He suggested that manufacturers who are eager to invest in the offshore wind power industry should first pass the ISO testing, simulation testing, and QHSE supply chain management certification. He also encourages investors not to give up and seek assistance from the Industrial Bureau or the Metal Industry Center to achieve good results.
Like many things in life, wind turbines are a promise of clean, renewable energy. As nations continue to rely on a mix of fossil fuels and renewable energy, electricity generation from wind has proven to be an important, sustainable, and economic contributor.
