Challenges and Opportunities of Water Resources Distribution: A Review of Taiwan's New Water Resources Policies and Potential Business Opportunities
For a rapidly growing and urbanizing global population, against a backdrop of increasing extreme climatic uncertainties, water scarcity has become an impending threat to humans. To avoid uneven distribution of water resources and ensure stable water supply, governments around the world are actively improving the transportation, distribution and management of water resources. In recent years, the Taiwan government has also invested a large sum in the establishment of water resources infrastructure, hoping to enhance the stability of water supply, improve water quality, and strengthen water resources management for optimal utilization and distribution. Suppliers also actively cooperate with the government in the use of the latest technologies to improve the ecosystem of Taiwan's water resources, ranging from the transportation and storage of water resources to the establishment of a healthy water environment.
In Taiwan, the spring rainfall was lower than average in the first half of 2024. This resulted in a potential water shortage across the country. However, in the second half of 2024, Typhoon Gaemi brought in the heaviest rainfall in the past eight years. The accumulated precipitation relieved the pressure of our stressed water resources as some reservoirs have almost reached the lowest point in the first half of the year. Although the average annual precipitation in Taiwan reaches 90 billion tons, less than one-fifth of this water source is harvested and utilized. This shows that Taiwan still has ample room for improvement when it comes to water resources management.
Last year, the government initiated the third phase of the “National Climate Adaptation Action Plan (2023-2026)” to improve water security. A total of NT$206.7 billion was designated for water resources infrastructure. Amongst which, the “String of Pearls Project” aims to strengthen the Western Corridor Water Supply Pipeline, ensuring that Taiwan's water distribution system functions effectively across regions and improving the stability of the national water supply. Multiple high-tech water resources solutions are also highlighted in the plan, including water reclamation plants and seawater desalination plants designed to explore alternative water sources. The plan also encompasses water resources engineering such as the building of a functioning water supply system, reducing leakage, ensuring water conservation and other related water resources projects. The aim is to ensure no shortfall between forecast demand and available water supply by 2036 and to increase the overall reserve rate from 28% to 50%. Step by step, the government makes sure water resources management is implemented in anticipation of achieving proper water distribution and securing a stable water supply.
As the government implements various water resources policies and builds infrastructure, the industry and the public are also benefiting from a dynamic and thriving water resources market. As water resources management continues to optimize, the demand in the domestic market will escalate in response to the positive trend, bringing more investment opportunities and business potential to related industries.
